The City of Issaquah is seeking a progressive, technically skilled, and community-focused individual to fill the position of Senior Transportation Planner. This is a unique opportunity for the right candidate to grow the position from the ground up and to provide the vision and strategic thinking needed to implement a newly centralized transportation planning program.

As a member of our team, you will:

  • Coordinate efforts to advance the City’s initiatives and strategic vision for transportation.
  • Oversee development of the Transportation Master Plan, including consultant selection and overall management of the project.
  • Analyze transportation systems and policies, identify issues, evaluate potential solutions, and recommend solutions for implementation.
  • Manage interdisciplinary projects that are technically complex, difficult, and sensitive.
  • Serve as staff liaison to the Transportation Advisory Board.
  • Collaborate internally and externally on regional transportation initiatives.
  • Lead public outreach efforts related to assigned programs and projects; respond to inquiries from the Transportation Advisory Board, City staff, and the community.

Essential Functions

In addition to the functions listed above, this position:
  • Develops work plans, schedules and budgets; coordinates, assigns and reviews work products; monitors progress of projects.
  • Briefs and delivers formal presentations to the Board, public, government agencies and elected officials. Facilitates and attends public outreach meetings related to programs and projects assigned.
  • Responds to inquiries from the Transportation Board, City staff, and the community, explains policies and/or analyzes and investigates issues.
  • Participates in consultant selection processes, negotiates scope of work, monitors conformance to contracts, reviews and approves work products and approves payments to consultants.
  • Provides analysis of current and future transportation demand by evaluating level of services studies and by synthesizing modeling.
  • Provides comments on new development projects regarding compliance with the Comprehensive Plan and other governing documents and the project’s traffic mitigation requirements. Assists with the review and development of Travel Management Area Plans.
  • Recommends and implements measures to mitigate the impacts of construction plans on the City’s transportation system.
  • May serve as the City representative on transportation-related issues, participate in various committees, and attend outside study groups to identify and advocate for City interests.
  • Other duties as assigned.

Qualifications

A Bachelor’s degree in Planning or related field; Master’s degree strongly preferred. Five years of progressively responsible experience in transportation planning. AICP certification preferred. Membership or professional involvement with the American Planning Association (APA) and Congress for New Urbanism (CNU) preferred.

Knowledge, Skills, and Abilities

  • Ability to be innovative, creative, strategic, and detail-orientated, and experienced and comfortable in highly visible/controversial projects.
  • Thorough knowledge of transportation system design and planning.
  • Capable of managing multiple high-priority projects.
  • Knowledge of, and experience utilizing best practices in transportation planning, including NACTO guidelines and the CNU/ITE manual Designing Urban Thoroughfares: A Context Sensitive Approach.
  • Strong interpersonal skills and ability to work with diverse groups, including both internal and external stakeholders.
  • Strong analytical skills to interpret data and make recommendations.
  • Knowledge of federal, state and local laws, codes, and regulations as they apply to transportation.
  • Knowledge of recent developments, current literature and sources of information related to transportation planning.
  • Knowledge of local government procedures and practices
  • Ability to work on several projects or issues simultaneously.
  • Ability to manage projects effectively and meet deadlines.
  • Knowledge of citizen involvement techniques and processes that ensure effective outcomes.
  • Knowledge of and ability to utilize research method and principles related to urban transportation.
