The HR Generalist provides professional human resources advice and guidance to assigned departmental administration and managers in the areas of employment compliance, employee relations, to include serving as an adviser on employment related matters, such as performance management, employee engagement and organizational needs; Partners with the assigned departments’ hiring managers in recruiting and staffing logistics, focusing on all areas of recruitment, including networking, advertising, interviewing, building a talent pipeline of potential candidates, as well as attending career fairs and serving as the Human Resources subject matter expert for the overall recruiting function, including the applicant tracking software.

Principal Duties:

Build relationships with directors, hiring managers/supervisors, and employees of assigned departments/areas to serve as an employee relations advisor and staffing specialist.

Bring HR expertise to the hiring process by developing effective recruiting solutions, ensuring efficient and effective processes are in place, highlighting employee engagement, performance issues and ongoing development needs for the employees and managers.

Ensure applicant tracking system and all related processes effectively support the recruiting process and that the City’s recruiting efforts are efficient, legally compliant, relevant and timely, as well as, in accordance with all of the City’s policies and procedures.

Improve manager and employee performance by identifying and clarifying problems; and evaluating and recommending potential solutions.

Case manage employee relations issues and conduct discrimination, sexual harassment and other employment related investigations; research and respond to employment related claims and grievances ensuring necessary documentation through partnerships with managerial staff.

Assist with various training and development needs and partner with HR team and Training & Development Coordinator to ensure appropriate training, development and organizational tools are in place.

Comply with federal, state, and local legal requirements by keeping abreast of existing and new legislation; anticipating legislation; enforcing adherence to requirements; advising management on needed actions.

Oversee assigned programs and projects to include but not limited to, focus areas such as workforce partnership programs, building organizational capacity, external/internal relations, and proctoring police & fire specialized testing. Strategically define these programs, develop processes and administer.
