Vote in the head-to-head match-ups to determine which city hall advances to the Elite Eight.   • My Nominations for Best City Hall is Effingham City Hall. Effingham City Hall is located in the heart of Effingham’s downtown area. There is a sculpture that sits out front called the Flame of Home by Leonardo Nierman, who also has sculptures located at the Vatican and all over the world. This sculpture inspired the city’s Sculpture on the Avenues program where an always changing variety of artists’ work is featured on the streets of their downtown.
