Local and state governments employ over 19 million workers – a staggering 15 percent of America’s jobs. While this number has remained stable since the Great Recession, the competition for talent has increased as job markets tighten in the private sector. Public sector leaders face the challenge of attracting a highly-skilled workforce and keeping them to serve the ever-increasing needs of a 21st century constituency. Outdated civil service systems, reduced pensions and uncertain health care benefits, a lack of flexibility and access to the latest technology, increased job mobility among the youngest workers, and limited advancement opportunities mean human resource managers are looking to transform their culture while filling their positions. Future forecasts of an impending economic recession may also detract from recruiting workers to government.

This Summit will convene those state and local leaders who have found success in creating a culture that embraces their employees as the most important factor in service delivery. Learn from agency secretaries, chief learning officers, and human resource directors on how they have tackled civil service reform, provided flexible hours and telecommuting, invested in leadership development and training for retention and advancement, prioritized a diverse and inclusive work environment and filled even specialized positions with highly qualified candidates.
