In 2017 Lakewood, Colorado became the first city in the country to allow online participation in the days preceding public hearings. Within a year, citizen participation was up by nearly 800% and nearly 90% of all hearing participation was online.

The online platform, designed by city staff, was created to enable online commenting, promote inclusivity and convenience, and allow improved agenda management. The design reduces staff workloads and is simple for elected officials and the public to use.
