Every year ELGL asks our members to nominate outstanding public servants for the Top Influencers in Local Government list.
The recognition honors people who make a difference in their communities and the larger local gov network, and who demonstrate ELGL values of joy, creativity, connection, dependability, and equity through their work and public activities.
In celebration of Public Service Recognition Week, we're announcing 100 honorees for 2025. We're fortunate to have every region of the United States represented among the influencers, and their local gov professions range from administration to communications to IT to parks and rec to public safety.

In response to rapid expansion, the City of Seguin, TX, needed to modernize its approach to transparency and service delivery to meet the demands of its growing population. To enhance the visual representation of data, the city initiated a strategic investment in GIS technology. Following a nationwide search, Travis Acklin was hired to lead the city's transition to enterprise GIS. From the early beginnings of learning the environment, building relationships, and standing up a GIS program citywide, Travis has excelled every step of the way. Travis's approach to managing GIS for the city has been essential to the growing community. Travis has become the face of GIS for the city, empowering data and mapping services as a strong function of the technology services offered citywide.

Seamus Bannon
Chief Strategy Officer | City of Flint, MI |
Seamus Bannon is a transformative leader whose commitment to the City of Flint, MI, is evident in everything he does. As chief strategy officer, Seamus works tirelessly to implement policies and initiatives that not only move Flint forward but also ensure that all residents — especially those who have been historically marginalized — have access to opportunities and resources. Seamus brings creativity, dependability, and a deep commitment to equity to the role. He actively engages with community members, listens to their concerns, and ensures that government decisions reflect the diverse needs of residents. Seamus has a proven track record of transforming complex challenges into actionable solutions that drive lasting impact.

Erica Barba
Neighborhood Services Program Manager | City of Chandler, AZ |
Erica Barba is known for putting others’ needs first. Erica mediates between neighbors to try to reach a resolution if a municipal code does not apply. She accomplishes this by reaching out to other departments to see if others can help with residents’ concerns. Erica also supported and promoted the use of courtesy letters that can be used for a softer approach to gain voluntary compliance. The use of courtesy letters has given staff a way to mediate between neighbors and educate residents. Erica has made it possible to launch the City of Chandler's first Code Enforcement Resident Academy, a 3-day course that teaches residents about city codes, policies, and procedures.

Marissa Baum

Marissa Baum exemplifies exceptional dedication to enhancing public service through innovative communication strategies and community engagement. Since joining the Town of East Hartford, CT, Marissa has elevated the town's public image and strengthened its connection with residents. Her leadership in launching the Off-Main Experience in collaboration with East Hartford Murals exemplifies her commitment to enriching the community's cultural landscape. Marissa also spearheaded a comprehensive rebranding campaign aimed at reflecting residents' perceptions of East Hartford. In 2024, Marissa developed the town’s People’s Choice Award-winning City Hall Selfie Day entry, which featured East Hartford’s mayor interacting with mayors of nearby municipalities.

Mark Borromeo

Since Mark Borromeo started as the first social media manager for Loudoun County, VA, he has positively impacted the county’s communications strategies, significantly increasing awareness among residents of county programs and services. Through Mark’s expertise, the county’s engagement with the public has expanded. Mark also played a critical role in updating the county’s policies and procedures related to the administration of social media platforms and establishing best practices for the county’s use of social media. Mark’s graphics, videos, and copy reflect his creative spirit, as well as the need to provide relevant and timely information to a diverse audience in one of the fastest growing counties in the United States.

T.C. Broadnax
City Manager | City of Austin, TX |
T.C. Broadnax is a seasoned public administrator with a steadfast commitment to enhancing the quality of life in the communities he serves. As the city manager of Austin, TX, he leads more than 16,000 city employees. In his role, T.C. prioritizes emergency preparedness, affordable housing, and addressing homelessness, aiming to tackle these challenges through collaborative, equitable approaches. Before his tenure in Austin, T.C. served as city manager in Dallas for seven years, where he implemented initiatives such as a racial equity plan and a comprehensive housing plan.

Will Brooks
Assistant to the City Manager | City of Scottsdale, AZ |
Will Brooks is a rising star in the local government management profession. At the City of Scottsdale, AZ, he quickly distinguished himself in storytelling with data, becoming an expert in Placer.ai. Will led the effort to improve the city’s quarterly performance report, and short-term rental dashboards. He is active at the regional and state level as a board member for Valley Benchmark Communities and planning for the Arizona City/County Management Association’s Next Generation Leadership Conference. Will also helped found the Emerging Leaders employee resource group in Scottsdale, serving as a board member the first year.

Alexis Brown

Alexis Brown is a proven collaborator and articulate communicator with a clear vision for herself and the organization she helps lead. She simultaneously knows what needs to be done while seeking information and advice from others on the best ways forward. Alexis can capably lead others through difficult and stressful assignments, which is a critical skill when dealing with emergencies like the recent Franklin Fire, which burned more than 4,000 acres, and the Palisades Fire that burned more than 23,000 acres and destroyed more than 6,800 homes and structures in Malibu. Among other tasks, Alexis led the communication and outreach efforts for her community, keeping them informed and updated on the emergency response and rebuilding. She supported and strategized with Acting City Manager Joe Toney, offering sage advice and witty humor in times of extreme stress. Together, they set up processes that will help their community rebuild.

Lauren Burden

Lauren Burden has profoundly transformed the Douglas County District Attorney’s Office, significantly enhancing the public perception of prosecution through several innovative social media initiatives. Her contributions have earned her recognition as one of the Top 10 Young Professionals by the Douglas County Chamber, as well as the prestigious Women’s Innovateher Award for her creative and forward-thinking approach. Additionally, Lauren has served as a judge for the Golden Post Awards for the past three years and is an active member of the Government Social Media Awards Committee. Through her dedication, resilience, and unwavering commitment to community efforts, Lauren inspires those around her.

Alma Castro
Alma brings a unique perspective to public service, having worked inside local government and now as a trusted partner. With more than 20 years of experience, most recently with the City of Long Beach, CA, Alma’s work focuses on connecting local government with the people it serves. Her tenure provided her with invaluable firsthand experience in navigating the complexities and nuances of municipal operations. Alma’s experience includes leadership on projects related to criminal justice, data governance, economic development, equity, parks, public safety, and more. This experience now informs her work, which centers on forging stronger, more meaningful connections between local governments and the diverse populations they serve. At the core of Alma’s leadership is a belief in building trust, fostering inclusion, and delivering meaningful results for communities.

Max Cercone
Data Analytics and Evaluation Manager | Adams County, CO |
Max Cercone has been a regional leader in building invaluable datasets and dashboards to better position local government to address homelessness. Originally operating as the sole data professional in the department, he now leads a three-person team and serves as a member of the department leadership. He has positioned Adams County, CO, as the "source of truth" within the region, and enabled the county and partners to attain more support and resources for the most vulnerable populations. He has managed to make the complex data more understandable, and can tell a story that demands attention and compassion. Max’s contributions reach well beyond jurisdictional lines and department responsibilities. His skillset positions Adams County to be fiscally responsible, efficient, and equitable through ROI analysis, continuous improvement, and neighborhood-level impact evaluation. Jim Clifford

Through his commitment to service, creative problem-solving, and focus on values, Jim Clifford has made a lasting impact on the City of North Augusta, SC, especially during the recent challenges posed by Hurricane Helene. His leadership by example fosters a culture of dependability and resilience. Jim’s ability to remain calm and decisive under pressure was never more evident than during Hurricane Helene. By leveraging his expertise in military operations, he coordinated emergency response efforts that prioritized public safety, ensured access to resources, and minimized the storm’s long-term effects on the community. His hands-on approach — personally overseeing recovery efforts and engaging with residents — demonstrated his commitment to the city’s well-being. Bryn Coby

Currently assisting nine agencies, with an expansion to 12 on the horizon, Bryn is instrumental in ensuring that caseworkers can focus on what matters most — serving children and families. With a strong work ethic and a deep commitment to service, Bryn leads a team of generalists to provide high-quality administrative support that streamlines casework processes. Her leadership fosters a culture of dependability and connection, ensuring that every task she and her team handle contributes to the larger mission of child welfare. Through her work, Bryn enhances efficiency for intake, ongoing, and adoption units, allowing frontline caseworkers to dedicate more time and energy to the families they serve.

Joseph’s efforts were critical in helping the county achieve What Works Cities Silver Certification, showcasing his commitment to data-driven decision-making and enhancing public sector performance. As the vice chair of Missouri Women Leading Government, she was instrumental in growing the Kansas City metro chapter of the organization. Shirley Dodson
Business Manager | Virginia Economic Development Partnership |
Shirley Dodson served the City of Winchester, VA, for many years before shifting to the Virginia Economic Development Partnership. Shirley oversaw Winchester’s Virginia Main Street Program, which promotes growth in downtown, and the city’s enterprise zone, which provides financial incentives for companies that operate in specific areas targeted for redevelopment. She also kept a sharp focus on Winchester's business retention and expansion efforts, and guided entrepreneurs to financial assistance programs to help them weather the economic fallout of the COVID-19 pandemic. With the Virginia Economic Development Partnership, she is responsible for administering incentives to help businesses train employees and working with dozens of localities to promote economic development.

Felicia Donnelly

Felicia Donnelly brings a strategic, creative approach to managing Oldsmar’s growth and ensuring that public spaces, especially parks and public art, contribute to the community’s well-being. Felicia’s leadership was pivotal during the recovery efforts following two major hurricanes that devastated the coastal community. She took charge of coordinating disaster recovery efforts, ensuring that resources were distributed equitably and that rebuilding plans were sensitive to the community’s unique needs. Meghan Dzido

Meghan took charge of her election coordinator role for the township in a time of major changes to Michigan election law. Meghan took on these changes and worked with the county to implement the updates seamlessly. She worked with township communications staff to develop messaging to ward off misinformation and instill confidence in local government and elections. Meghan’s efforts helped the township experience a smooth election and high voter turnout. Her efforts, professionalism, and passion for civics and elections, made her a go-to source for staff in other clerk’s offices who had election-related questions. In an era of uncertainty and mistrust in government, Meghan spent 2024 making great strides in building trust in not only her office but also in the integrity of elections.

Nafisa Fai

Nafisa Fai is a trailblazing leader in Washington County, OR. As the first Black, Muslim, and immigrant woman elected to the county commission, she brings a unique perspective shaped by her journey from a Somali refugee camp to public service in the United States. With a background in public health and small business ownership, she is committed to equity, inclusion, and community engagement. As a commissioner, she holds regular town halls to connect with constituents and advocates for policies that promote safety and inclusivity. She strives to provide inclusive spaces and places for dialogue while promoting policies that benefit the greater community. Her leadership emphasizes collaboration, transparency, and a dedication to addressing the root causes of poverty and housing insecurity.

Alexander Fung
Economic Development Manager | City of Eastvale, CA |
In addition to his role at the City of Eastvale, CA, Alexander Fung has made contributions to local governments nationwide. Eastvale is the third-newest municipality in California and shares ZIP codes with neighboring cities. Both ZIP codes were named for surrounding jurisdictions, which causes issues with mail delivery, emergency response, business attraction, and payment rate mismatches for Eastvale residents. Alexander formed and led a national coalition of cities affected by similar postal issues. The coalition built enough awareness and support to receive the U.S. House of Representatives’ support to pass a bill on addressing ZIP code issues in more than 50 communities across the U.S. Additionally, Alexander was tasked with building out Eastvale’s first economic development division and is committed to supporting and mentoring his team.

He started a podcast and a show, providing accessible platforms for residents to connect with him and stay informed. Leon has wholeheartedly embraced the responsibility of fostering clear and consistent communication with the town, making himself available and responsive to their needs and concerns. Cherie Gordon

Cherie Gordon works tirelessly behind the scenes as project manager for many of Fort Worth's most high-profile business recruitment and expansion projects. Over the past year, Cherie played a key role in delivering more than $925 million in private investment and creating or retaining an estimated 3,145 full-time jobs for the community. Her ability to juggle complex timelines, manage expectations with internal and external stakeholders, and coordinate seamlessly with high-profile companies demonstrates her dependability and drive. Cherie excels with skill, professionalism and good humor. She is also deeply passionate about Fort Worth, and her love of the city shines through in her networking as she cultivates positive, mutually beneficial relationships within the local business community. Jenna Hahn

Jenna Hahn’s picture should be under the word “reliable” in the public service dictionary. In fact, you could add her picture under loyal, committed, and patient as well. Jenna has worked for the City of Commerce City, CO, for more than 6 years and has remained loyal and committed to the organization through thick and thin (and really thin). Over her tenure, she has seen the transition across three city managers, an experience that is normally dispiriting for a young local government professional. Instead, she leaned into the skid, becoming a steadying hand within the city manager’s office for half a decade. Jenna is the prototype for the type of dedication required of the best local government professionals in the world. Her loyalty and dedication to the City of Commerce City is unmatched, and her uncanny work ethic has delivered real results for the community.

Stephen Hale

Stephen Hale’s career exemplifies dedication to public service, communication, and community engagement. His career, spanning military service, public relations, and municipal communications, embodies the values of joy, creativity, connection, dependability, and equity. As public information officer for the City of Perris, CA, Stephen plays a vital role in fostering transparency and engagement between the city and its residents. As the on-air host of the “Weekly Muse” on PerrisTV and the city’s media liaison, he ensures that essential information is communicated effectively. With a career marked by innovation, public service, and a deep commitment to effective communication, Stephen exemplifies what it means to be a leader in local government. He takes pride in providing timely and accurate information, a testament to his dependability and attention to detail.

Melissa Harmer
Communications Director | City of Raymore, MO |
Melissa continues to prove that good, dedicated local public servants can dramatically change a community for the better. This past year, she led the fight in Raymore City Hall to oppose a massive private landfill project. This project required more than just a local presence. Melissa coordinated regional and statewide stakeholders, legislators and advocates to build a coalition to oppose the project. She did all of this while continuing to develop and deliver engaging communications and arts programming that brings joy to residents. She also championed and developed the city’s first citizens academy, which invited residents to an 8-week, in-depth class that highlighted every department and the employees that work for the City of Raymore. Melissa has repeatedly proven herself a leader in every sense of the word and makes the community a better place through the work she does.

Nadia Hasan
City Councilor | City of Beaverton, OR |
As a force for racial justice, Nadia Hasan has dedicated herself to building economic power for communities through housing, transportation, climate, and education justice. As the first Muslim to serve on a city council in Oregon, Nadia brings a unique perspective and voice to the table. Her experiences as an Indian-Pakistani Muslim American, former public school teacher, and mother drive her to build a brighter future for her community. Her commitment to equity and inclusion is evident in her work, from leading the hiring of a city manager to establishing an equity office. Nadia's extensive experience working in marketing, human resources, and diversity, equity, and inclusion at Fortune 100 companies has equipped her with the skills to champion the idea of belonging in her justice work. As a leader, Nadia brings people together, fosters meaningful relationships, and inspires others to take action.

Rachel Hernandez

Rachel Hernandez is a dynamic, first-generation leader bringing fresh energy and inclusive values to Riverbank, CA. Elected after a grassroots campaign led predominantly by people under 30, she champions civic engagement and community empowerment. The recognition honors people who make a difference in their communities and the larger local gov network, and who demonstrate ELGL values of joy, creativity, connection, dependability, and equity through their work and public activities. Recognition is not based on title, longevity, or social media clout.
The honor, previously called the Traeger Award, was named after "Parks and Recreation" character Chris Traeger, city manager for the fictional City of Pawnee, IN.
Over the years ELGL has updated the award to better reflect our community and include a deeper cross-section of public servants. What remains unchanged is our commitment to recognizing the incredible people who serve towns, cities, counties, and districts.

Nominees must work in the public sector and adjacent or related fields. The honor is a peer recognition, so self-nominations are not accepted. Current ELGL board members and recent Top 10 honorees are not eligible for the award.
