He is a Certified Government Auditing Professional (CGAP), Certified Fraud Examiner (CFE), and state registered Code Enforcement Officer.
Arnold earned a Masters in Public Administration from the University of North Texas and a Bachelor of Science from University of Texas Brownsville.
