Opening Keynote: Jim Russell
Jim Russell is a geographer who studies the relationship between migration and economic development. He is currently affiliated with The Center for Population Dynamics at Cleveland State University’s Maxine Goodman Levin College of Urban Affairs. He is also a contributor to Pacific Standard Magazine and previously served as a planning and zoning commissioner in the City of Longmont, Colorado.
Jim will open the Pop Up with a talk about the national economic, demographic, and migration trends impacting Colorado’s local governments. He’ll also lead an interactive session where you can dive deeper on the economic and affordability issues facing your communities and work on ideas for addressing your biggest headaches and leveraging your biggest opportunities.[/vc_column_text][vc_media_grid item=”mediaGrid_SlideOutCaption” grid_id=”vc_gid:1476290321134-65ea1b61-5a0e-0″ include=”237523″][vc_column_text]
Lunch Keynote: Michael Karlik
Michael Karlik runs the City Council Chronicles project. He reviews city council meetings across the United States and Canada and gives you the highlights. He also interviews a variety of people to reveal the secret goings-on before, during, and after city council meetings. City Council Chronicles is available as a podcast on iTunes. Closing Keynote: Kelly Jean Brough
Kelly Jean Brough is the President and CEO of the Denver Metro Chamber of Commerce. Prior to joining the Chamber, Kelly served as chief of staff for the City of Denver and Mayor John Hickenlooper, overseeing a general fund of $857 million. Kelly also served as deputy chief of staff and director of the Denver office of accountability and reform for the City.
Kelly was the first female director of human resources for the City of Denver. She successfully moved the human resource department from an authoritarian culture to one based on service delivery and focused on outcomes.
Kelly earned a Master’s of Business Administration degree from the University of Colorado at Denver in 1989 and a Bachelor’s of Science degree in Sociology, Criminal Justice from Montana State University in 1986. Brough currently serves on the Board of Directors of a variety of Denver area organizations and was recently named as one of Colorado’s 10 most influential women by The Denver Post and one of Denver’s most influential people by 5280 Magazine.

Speakers: Sandi Seader and Matt Crozier
Sandi Seader has worked for the City of Longmont for 18 years, serving as the Assistant City Manager for 3 years. She is responsible for providing outstanding service to Longmont’s staff by overseeing the shared services divisions and has a passion for involving the community in their government.
Matt Crozier: After more than a decade working in the government sector in the UK and Australia, Matthew co-founded Bang the Table 8 years ago with partners Crispin Butteriss and Karthik Reddy. They were looking for a way to connect with the silent majority and to get past the lobbyists and usual suspects who often dominate traditional citizen engagement processes. Over he past 8 years their citizen engagement software platform EngagementHQ has been used by millions of people around the world to connect with organizations who are making changes that affect their lives. Last year alone EngagementHQ was used for over 2,500 citizen engagement projects in Australia, New Zealand, Canada and the UK. Fort Collins’ Performance Excellence Program Manager, Terri Runyan, will engage the audience in an interactive and informative session about engaging leaders to understand the value of employee engagement considering the five generational perspectives present in the modern workplace.

Terri Runyan has over 27 years of experience working in organizational and leadership development. She offers a broad base of experience in developing teams and implementing strategy and change initiatives. Currently, she is working for the City of Fort Collins leading their performance excellence world class journey. Her background ranges from work in the healthcare industry, government and private sectors, as well as, education. She has also supported non-profits and small businesses as they seek to implement strategic efforts to improve outcomes and effectiveness. #13Percent & #GenderBalance: It’s Not That Complicated
This session will be a laid back panel discussion between a mixed gender, multigenerational group of local government pros about what’s getting in our way when it comes to achieving gender balance in local government and what we might do about it.
Moderator: Julia Novak, The Novak Consulting Group
Julia established The Novak Consulting Group in September 2009 when she acquired Public Management Partners. From 2003 to 2009, she served as a vice president for a local government consulting firm. Julia has over 25 years of experience working with and for local governments. She is a consultant, trainer, and facilitator who worked with numerous organizations and community groups. During her local government career, she worked in Fort Collins, Colorado; Lexington, Massachusetts; Rockville, Maryland; and was city manager of Rye, New York.
Julia earned a bachelor’s degree in government and politics from George Mason University and a master’s degree in public administration from the University of Kansas. Julia was in the first class of individuals certified by ICMA as Credentialed Local Government Managers, and maintains that designation.

Nijah Fudge is the West Regional Director for the Alliance for Innovation – a national non for profit inspiring innovation to advance communities. Nijah is a Kansas University Alumni of the School of Public Affairs and Administration. She has 6 years of experience implementing community development programs, grant writing, and building partnerships within both public and private sectors. Her previous employer was CH2M HILL, where she worked on building and strengthening relationships with local government partners. Her Local government passion areas are Public Engagement and building internal cultures of innovation.
