Each conference location is organized by a team of ELGL volunteers. While each conference agenda is unique, there are some common themes across all locations (like leadership, infrastructure investment, resiliency, diversity and management), and each location features an awesome lineup of keynote speakers, highlighted below. Sheila Hamilton is a five-time Emmy Award winning journalist and the author of “All the Things We Never Knew.” Sheila’s storytelling resume runs through film, commercial television, radio and print. She began her career as an Associate Producer for public broadcasting, and then anchored and reported commercial television news for KTVX in Salt Lake City, Utah and KATU in Portland, Oregon. Sheila currently hosts the Kink morning show in Portland, Oregon where she was recently voted Oregon’s Best Radio Personality. Sheila also writes cover stories for About Face Magazine and authors the blog, SheilaHamilton.com Sheila is a frequent speaker and emcee for her favorite causes- mindful mental health and empowerment for girls. I’m Ann Friedman. I’m a freelance journalist who writes about gender, media, technology, and culture. You can find my weekly column at NYmag.com. I also contribute regularly to The Los Angeles Times, The Gentlewoman, The New Republic, The New York Times Book Review, ELLE, The Guardian, andLos Angeles magazine. I co-host a podcast, Call Your Girlfriend, with my good friend Aminatou Sow. Every Friday I send out an email newsletter full of digital treats. I also make hand-drawn pie charts. I live in Los Angeles. I grew up in eastern Iowa, studied journalism at the University of Missouri-Columbia, and have since moved back and forth between the coasts. (I prefer the west.) Before I became a freelance writer, I was the executive editor of GOOD magazine. Mark Funkhouser

Mark Funkhouser is the publisher of Governing magazine. He served as mayor of Kansas City, Mo., from 2007 to 2011. Prior to being elected mayor, Funkhouser was the city’s auditor for 18 years and was honored in 2003 as a Governing Public Official of the Year. Before becoming publisher of Governing, he served as director of the Governing Institute. Funkhouser is an internationally recognized auditing expert, author and teacher in public administration and its fiscal disciplines. He holds an interdisciplinary Ph.D. in public administration and sociology from the University of Missouri at Kansas City, an M.B.A. in accounting and finance from Tennessee State University and a master’s degree in social work from West Virginia University.[/vc_column_text][vc_separator color=”blue” border_width=”2″][vc_column_text]
Honorable Fred Hill

Fred Hill spent twenty years in Texas House of Representatives representing Richardson, TX, and parts of Dallas and Garland. During his time in the Legislature, he served as Chairman, House Committee on Local Government Ways and Means; Chairman, House Committee on Urban Affairs; Served sixteen years on House Committee on Transportation; and was a member of the Legislative Budget Board which is made up of the most senior members of both legislative houses.

Ron Holifield

Ron Holifield is the Founder and CEO of Strategic Government Resources (SGR). He previously served as Assistant City Manager in Plano, Texas as well as City Manager in Garland, DeSoto, Farmersville and Sundown, and on the City Manager’s staff in Lubbock. In 1999, Ron founded Strategic Government Resources to specialize in facilitating collaboration among local governments, with a particular emphasis in employee training and development of next generation leaders. He has grown SGR into the largest private sector training company that specializes in leadership, management and customer service for local governments in the nation. He is a frequent speaker at state and national conferences and remains high profile in the city management profession. Theresa O’Donnell

Theresa O’Donnell serves as the Chief Resilience Officer for the City of Dallas. In this role, Ms. O’Donnell leads the development and implementation of a robust Resilience Strategy for the City of Dallas within the policy framework of the 100 Resilient Cities Program and Global Network, pioneered by the Rockefeller Foundation.
Ms. O’Donnell’s long tenure and broad knowledge of land use planning, zoning, development, housing, transportation and city operations provide her the skills necessary to lead this new initiative. Ms. O’Donnell has more than 25 years of experience as a professional planner and has served the City of Dallas since 2003 in a number of roles, most recently as Chief Planning Officer overseeing the Departments of Planning and Urban Design, Transportation Planning, Neighborhood Vitality, Housing and Community Services and the Office of Fair Housing. Her prior positions with the City include Interim Assistant City Manager over Sustainable Development & Construction, Housing & Community Services, and the Department of Aviation. Lois Scott

From 2011-2015, Lois Scott, served as the Chief Financial Officer for the City of Chicago, the first woman to ever serve in that capacity. With over 30 years of finance experience, Mayor Rahm Emanuel entrusted Lois and the City’s finance team with an annual budget of $7.5 billion and assets of $32 billion. She was the most requested speaker of the Emanuel administration, including keynoting conferences in China, D.C. and served as special advisor to the Clinton Global Initiative on infrastructure and finance.
In 2011, Lois co-founded and chaired the Municipal CFO Forum with the Harris School of the University of Chicago. The Forum convenes the CFO’s of America’s 30 largest cities for discussion at conferences twice each year and provides a powerful springboard for introduction of new ideas and adoption of best practices. Lois is well known as one of the founders of Women in Public Finance, a professional organization started in 1995 that now serves 1,500 people in the finance industry through 12 chapters across the country. She was also the driving force behind creation of the “Women of the Year” event honoring the accomplishments of women in the public finance field. In 1997, Lois was selected to serve as one of 15 White House Fellows and tasked with advising President Clinton’s administration on the financial crisis in Southeast Asia. Nan Whaley’s career is distinguished by her commitment to public service, civic involvement and interest in local government. First elected to the Dayton City Commission in 2005, Nan Whaley was elected Mayor by Dayton voters in November of 2013, following two City Commission terms.
Nan Whaley is a pioneer in the creation of policies and benefits that promote a diverse workforce and strengthen recruitment of leaders to municipal service. From expanded parental leave to innovative wellness efforts, Mayor Whaley champions workforce development both internally within the City of Dayton and strategically throughout the Dayton region.
Nan is committed to strengthening Dayton’s communities through thoughtful and strategic programming. Mayor Whaley believes that strong neighborhoods and economic stability can only be achieved through a community-wide focus on education. Nan advocates to ensure that every student in Dayton attends a high performing school that prepares them for the opportunity to attend college, join the military or seek advanced training in a marketable job skill. Kelly Jean Brough

Kelly Jean Brough is the President and CEO of the Denver Metro Chamber of Commerce. Prior to joining the Chamber, Kelly served as chief of staff for the City of Denver and Mayor John Hickenlooper, overseeing a general fund of $857 million. Kelly also served as deputy chief of staff and director of the Denver office of accountability and reform for the City.
Kelly was the first female director of human resources for the City of Denver. She successfully moved the human resource department from an authoritarian culture to one based on service delivery and focused on outcomes.
Kelly earned a Master’s of Business Administration degree from the University of Colorado at Denver in 1989 and a Bachelor’s of Science degree in Sociology, Criminal Justice from Montana State University in 1986. Brough currently serves on the Board of Directors of a variety of Denver area organizations and was recently named as one of Colorado’s 10 most influential women by The Denver Post and one of Denver’s most influential people by 5280 Magazine.[/vc_column_text][vc_separator][vc_column_text]

Michael Karlik runs the City Council Chronicles project (councilchronicles.com). He reviews city council meetings across the United States and Canada and gives you the highlights. He also interviews a variety of people to reveal the secret goings-on before, during, and after city council meetings. City Council Chronicles is available as a podcast on iTunes. Jim Russell is a geographer who studies the relationship between migration and economic development. He is currently affiliated with The Center for Population Dynamics at Cleveland State University’s Maxine Goodman Levin College of Urban Affairs.
