#ELGL18: Did I Do That? How to Recognize Bias and Make Better Decisions
Josephine Gatti Schafer is an Assistant Professor of Political Science at Kansas State University. She earned her B.A. and MPA from Appalachian State University in Boone, North Carolina and her Ph.D in Public Affairs from the University of Nevada, Las Vegas in 2012.
Dr. Schafer’s research focuses on public management and decision-making. She has explored how different actors (public, stakeholders, network partners), sources of information, and decision processes inform and impact public managers’ decisions. She particularly likes to explore these topics in the context of local governance. Recent research appears in Environment and Planning C: Government and Policy, Public Performance and Management Review, and Public Administration Quarterly. She is also particularly proud of her engaged work in partnership with the City of Manhattan, Kansas.
Some of her newer research efforts surround the topic of evidence-based decision making and how to improve the transfer of public management research to local practice. Her recent survey on the topic, in conjunction with ELGL, will be made public soon.
She teaches courses in public administration including public organization theory, strategic management and leadership in public bureaucracies. She is focused on providing MPA students applied experiences in order to prepare them for a rewarding career in public service. Schafer also published an article about her use of case studies in the MPA classroom in the journal Teaching Public Administration.
