The Director of Community Development Services reports directly to the City Manager and provide staff assistance to the Mayor and City Council, the City Manager’s office, and other City Developments. This position has 2 direct reports: Community Development Coordinator and Combination Inspector. The Community Development Services Department is comprised of 3 employees and has an annual budget of $309,919.

Bachelor’s degree in public administration or a related field and 3-5 years of progressively responsible municipal government experience, including supervisory experience, preferred. Previous experience in planning, code enforcement, building inspections, or a related field, strongly preferred. Proficiency in Microsoft Word, Excel, and Access required.

Library Director: Abilene, Texas

abilene downtownAbilene, Texas is seeking a new Library Director. The City of Abilene, with a population of 120,000, is located on Interstate 20 approximately 180 miles due west of the DFW Metroplex. Abilene has more than 1,150 employees and a FY2014 general fund budget of $79.3 million. The Library Director reports to the Director of Community Services and is responsible for managing the Abilene Public Library which serves as the primary information and resource center for Abilene and Taylor County. The Main Library, the Mockingbird Branch Library, and the South Branch Library serve more than 62,000 library cardholders who check out more than 800,000 books and other materials each year.

Master’s degree in library science from an ALA accredited college or university or a Master’s degree in information science, public administration, or business administration required. Minimum of 5 years progressively responsible experience in the library profession required. Experience as a library director or assistant director preferred. Active participation with Texas Library Association, ALA, or similar library association desired.

Econmic Development & Tourism Director: Port Lavaca, Texas

port lavaca logoThis is an exciting opportunity to live and work in a picturesque, coastal community located near the center-point of the Texas Gulf Coast, less than 30 miles from Victoria. The City of Port Lavaca, Texas, is seeking a new Economic Development and Tourism Director. Port Lavaca is home to more than 12,000 residents. The City has 100 employees and an annual FY2014-2014 budget of $15 million. Economic Development activities were previously handled by the Calhoun County Economic Development Corporation, which has disbanded. This new Economic Development and Tourism Director position will be funded by the City and will report directly to the Finance Director. The ultimate goal for the new Director will be to forge strong relationships and create a public/private partnership to lead development activity for Port Lavaca and Calhoun County.

Bachelor’s degree required, or 4 years of work experience in a related field may be considered in lieu of degree. Must be a graduate of the Basic Economic Development Course (BEDC) and have a minimum of 2 years of experience in economic development. Proficiency in social media marketing and Microsoft Office programs required. Economic development experience in a coastal community preferred. CEcD or PCED certification or completion of EDI/IEDC courses desired.

Chief Technology Officer: Fort Worth, Texas

The City of Fort Worth, with a population of more than 750,000, is the 17th largest city in the US and the 5th largest city in Texas. Fort Worth has more than 6,300 authorized positions and a FY2014 annual budget of $1.4 billion. The Chief Technology Officer reports to the Assistant City Manager for Community and Administrative Services and works closely with the City Manager, other Assistant City managers and Department Directors to support the City’s information technology initiatives and priorities across the organization.

The IT Solutions Department has an annual FY2014 budget of over $25 million and 133 staff members. Reporting directly to the CTO are the Assistant Director of Services, the Assistant Director of Operations, and the Assistant Finance Director of Enterprise Resource Planning (ERP). Bachelor’s degree in a technological, business or public administration field and 8 years of increasingly responsible experience, including 4 years as a manager, required. Master’s degree and 10 to 15 years of experience leading a large IT department in a municipal setting preferred. Private sector and/or military experience will be considered.

Strong background in strategic planning and project management desired. Lean Six Sigma or similar data-based analytical problem solving methodology and business reengineering experience preferred.

Chief Plant Operator: Terrell, Texas

Terrell, Texas, is seeking a new Chief Plant Operator. With a population of nearly 17,000, the City of Terrell is located 30 miles east of Dallas along Interstate Highway 20 and US Highway 80. Terrell is a home rule city operating under a Council-Manager form of government. The City has 190 employees and an annual budget of $27 million. The Chief Plant Operator reports to the Assistant City Engineer, is responsible for operating the Wastewater Treatment Plant, and directly supervises a six-person technical staff. The annual department budget for FY2013-14 is $1,181,988.

Animal Shelter Manager: Fort Worth, Texas

The City of Fort Worth has a progressive animal welfare program that enjoys broad based support from elected officials, industry, residents, and animal welfare agencies. In the last four years, the City has opened a spay and neuter clinic in the shelter and two satellite adoption centers in collaboration with PetSmart and PetSmart Charities. A group of City staff and private business professionals recently raised over $1 million for a new animal treatment ward that will open in September 2014. In addition, voters just approved $1 million for expansion of the current shelter and $1.3 million for a shelter annex. The Animal Shelter Manager is responsible for 23 employees and a $2.3 million budget.

The chosen candidate must have a Bachelor’s degree from an accredited college or university in animal science or a related field and five or more years of increasingly responsible administrative and supervisory experience in animal services. The ideal candidate will have experience with state-of-the-art animal care practices in a large shelter, including disease control and successful live release practices. Formal education in large shelter medicine may be considered as a substitute for actual experience. Bilingual ability in Spanish is a plus.

A Licensed Veterinarian is preferred, but not required. Applicants that are not licensed veterinarians may be considered, provided they can demonstrate extensive experience in large public shelters with a proven track record of developing and managing effective health, welfare and safety programs. The salary range for this position is $62,712-$100,318, depending on qualifications and experience. City employees participate in the Fort Worth Employees’ Retirement Fund at a contribution rate of 8.5%, and a City matching contribution rate of 19.74%, with five year vesting. The City does not participate in Social Security. A full range of leave and insurance benefits is also provided.

Assistant Director Code Compliance/Animal Welfare: Fort Worth, Texas

Fort Worth, Texas is seeking a skilled executive manager for the Assistant Director Code Compliance/Animal Welfare position. Fort Worth, the 17th biggest city in the US and the 5th largest in Texas has a population of over 750,000.

Each assistant director is assigned to one of three core services: Animal Welfare, Code Enforcement, or Solid Waste. This position will be assigned to Animal Welfare, which includes humane enforcement, animal control, cruelty investigations, low cost vaccinations, low cost spay and neuter, TNR program, nuisance wildlife, pet retention, animal sheltering, adoption centers, and other associated services.

Formal education in large shelter medicine may be considered as a substitute for actual experience. While a Licensed Veterinarian with executive management experience is preferred, the City will consider all applicants that have extensive experience in successfully managing large public shelters/animal welfare programs and who are passionate about saving the lives of animals. The salary range for this position is $82,971-$136,906, depending on qualifications and experience. City employees participate in the Fort Worth Employees’ Retirement Fund at a contribution rate of 8.5%, and a City matching contribution rate of 19.74%, with five year vesting. The median household income is $52,564, and the average home value is $269,717.

A Bachelor’s degree in Public Administration, Business, or a closely related field is required, along with a minimum of five years of experience as a city manager, assistant city manager, or department head. A Master’s degree in Public Administration, Business Administration, or a closely related field is strongly preferred.

Thorough and extensive knowledge of municipal affairs, including financial revenues and expenditures, budget, planning and zoning, building development, personnel, and public safety administration is required. The new Deputy City Manager will be required to reside within 15 air miles of the Town’s boundaries within one year of hire date. The Town of Addison offers a highly competitive salary depending on qualifications and experience. The Town participates in the Texas Municipal Retirement System (TMRS) at a 7% employee deposit rate with a municipal matching ratio of 2:1. Director of Economic Development: Sugar Land, TX

Information Technology Director: Amarillo, Texas

Amarillo, Texas, is seeking a new Information Technology Director. The City of Amarillo, with a population of more than 194,000, is located in the Texas Panhandle. Amarillo has 2,085 full-time employees and 346 part-time employees.

amarilloAmarillo’s Information Technology Division, comprised of 37 full-time and 3 part-time employees, is responsible for providing computer, telephone, and printing services to all City departments. The FY2013-2014 annual budget for the Division is over $5.8 million. The IT Division includes eight groups: Print Services, Telecommunications, Helpdesk Services, GIS Services, Infrastructure Services, Public Safety Services, Enterprise Application Services, and Technology Support Services. The IT Director develops and administers the Division’s annual budget, including capital and fixed costs expenditures, and reports directly to the Assistant City Manager for Financial and Leisure Services.

Bachelor’s degree in information systems, computer science, or a related field preferred. Five or more years of stable and progressively responsible experience in information technology management required. Must possess, or be eligible to obtain within 30 days of employment, a valid Class C Texas Driver’s License.
