Information Technology Director: Amarillo, Texas

Amarillo’s Information Technology Division, comprised of 37 full-time and 3 part-time employees, is responsible for providing computer, telephone, and printing services to all City departments. The FY2013-2014 annual budget for the Division is over $5.8 million. The IT Division includes eight groups: Print Services, Telecommunications, Helpdesk Services, GIS Services, Infrastructure Services, Public Safety Services, Enterprise Application Services, and Technology Support Services. The IT Director develops and administers the Division’s annual budget, including capital and fixed costs expenditures, and reports directly to the Assistant City Manager for Financial and Leisure Services.

The Assistant Director of Finance is responsible for providing general supervision and oversight to the city’s accounting/treasury and billing/collections functions. The selected candidate should have a Bachelor’s degree in accounting, finance, business administration, public administration, or a related field, and be a Certified Public Accountant. A Master’s degree is preferred. Five years of supervisory experience in accounting, including two years of governmental auditing and financial reporting is required. Credentials as a Certified Government Finance Officer are highly desired.

The Building Official reports to the Assistant Director of Development Services. The position reviews building plans for compliance with ordinances by interpreting and enforcing the building, plumbing, mechanical, electrical, and energy codes. This will also involve direct communication with contractors, architects, and the public regarding the permitting process and requirements. The position directly supervises two building inspectors and includes the daily prioritization and assignment of work. Oversight and interpretation of the sign code and management of code enforcement activities are additional key responsibilities.
The chosen candidate should have a Bachelor’s degree in architecture, engineering, construction management, business or a related field. A focus on architecture or construction is preferred. A minimum of five years of experience in building design, inspection, or construction is required. The individual hired must be an International Code Council Certified Building Official, and possess a State of Texas inspector’s plumbing license, or have the ability to obtain within one year of employment.

The City of Fort Worth has a progressive animal welfare program that enjoys broad based support from elected officials, industry, residents, and animal welfare agencies. In the last four years, the City has opened a spay and neuter clinic in the shelter and two satellite adoption centers in collaboration with PetSmart and PetSmart Charities. A group of City staff and private business professionals recently raised over $1 million for a new animal treatment ward that will open in September 2014. In addition, voters just approved $1 million for expansion of the current shelter and $1.3 million for a shelter annex. The Animal Shelter Manager is responsible for 23 employees and a $2.3 million budget.
The chosen candidate must have a Bachelor’s degree from an accredited college or university in animal science or a related field and five or more years of increasingly responsible administrative and supervisory experience in animal services. The ideal candidate will have experience with state-of-the-art animal care practices in a large shelter, including disease control and successful live release practices. Formal education in large shelter medicine may be considered as a substitute for actual experience. Bilingual ability in Spanish is a plus.
A Licensed Veterinarian is preferred, but not required. Applicants that are not licensed veterinarians may be considered, provided they can demonstrate extensive experience in large public shelters with a proven track record of developing and managing effective health, welfare and safety programs. The salary range for this position is $62,712-$100,318, depending on qualifications and experience. City employees participate in the Fort Worth Employees’ Retirement Fund at a contribution rate of 8.5%, and a City matching contribution rate of 19.74%, with five year vesting.
