Cast a wide net and make yourself known.

What’s the fastest way to NOT get a job or internship with you? (e.g. what should potential applicants avoid doing if they were to ever interview with you for a position). 

Not being truthful in an application or interview.

Why should an undergraduate student consider a career working in local government?

Because it’s the opposite of the corporate world where motivation is driven by sales and profit. A service-driven people-oriented career can be much more rewarding.
